If you suspect a child is being abused or neglected, you may be unsure what to do. In Kentucky, everyone is a mandatory reporter: any person who knows or has reasonable cause to believe a child is abused or neglected must report. Understanding the process helps ensure children get the protection they need.

Reports are made to the Cabinet for Health and Family Services (DCBS) through the Kentucky Child Abuse Hotline. You don't need proof. Reasonable suspicion is enough. The Cabinet will investigate and determine what, if any, action is needed.

The Process

  1. 1Call the Hotline
    Call 1-877-KYSAFE1 (1-877-597-2331). Be prepared to share what you've observed and information about the child and family.
  2. 2Intake Assessment
    A trained worker evaluates the report and determines the appropriate response timeline.
  3. 3Investigation Begins
    If accepted, a social worker is assigned to investigate. This may include home visits, interviews, and medical evaluations.
  4. 4Determination
    The Cabinet determines if abuse or neglect occurred and whether the child is safe in the home.
  5. 5Case Disposition
    Cases may be closed, services offered to the family, or court action initiated depending on findings.

Can I get in trouble for making a false report?

If you report in good faith based on genuine concern, you're protected. Knowingly making false reports is illegal and can result in penalties.

Will the family know I reported them?

Kentucky allows anonymous reporting. Even if you provide your name, the Cabinet generally keeps reporter identity confidential, though it may be disclosed in court proceedings.
